1919-1920 Preliminary Statement

The new president was elected to begin his term on July 1, 1919, but at his request the actual assumption of his duties was postponed to September 1, 1919. During the interim of two months the affairs of the institution were administered by the Rector of the Board of Visitors, Hon. John Thompson Brown, and the Dean of the General Faculty, Professor Theo. P. Campbell.

The faculty had been organized, the budget had been adopted, and the general plans for the operation of the institution had been made for the year beginning July 1, 1919, prior to the induction into office of the new president, hence it was considered wise to operate during the year without material change. This was most fortunate for the incoming executive, since by reason of it he was left free to devote much time to a study of the situation from many standpoints, and to deliberately work out numerous recommendations to the Board of Visitors. Inasmuch as these recommendations and the special discussion accompanying them indicate the policies of the new administration, and, so far as they were adopted by the governing board, were far-reaching in effect, forming the basis for the organization, operation, and development of the institution for many years to come, it has appeared justifiable to include fuller summaries of the reports of the first year than for the years following.

Board Of Visitors

At the beginning of this year the Board of Visitors was composed of Hon. John Thompson Brown, Rector, Hon. J. B. Watkins, Hon. Joseph A. Turner, Hon. H. M. Smith, Jr., Hon. A. B. Thornhill, Dr. E. W. Magruder, Mr. Hobert S. Moss, and Mr. W. C. Shackelford, as appointed members, with Hon. Harris Hart, State Superintendent of Public Instruction, and Hon. B. D. Adams, President of the State Board of Agriculture, as ex-officio members.

Of the appointed members the first four composed the group with terms extending to July 1, 1920, and the other four composed the group with terms extending to July 1, 1922. Early in 1920 Hon. A. B. Thornhill resigned from the Board, and Mr. Frank S. Walker was appointed for the unexpired term extending to July 1, 1922.
